About EHC

Background

Ekurhuleni Housing Company (EHC) is a municipal entity set up in 2000. It was started to undertake the development and management of rental housing stock for low and moderate-income households in the City of Ekurhuleni. EHC is a social housing institute for the low-income earners established in terms of the Social Housing Act, Municipal System Act and the Companies Act MFMA. EHC is 100% owned by the City of Ekurhuleni (CoE).

EHC performs two principal functions. Firstly, it act as a developer; by appointing contractors and professionals to build (in some cases refurbish) suitable housing.

Secondly, EHC manage its own rental housing stock. The rental housing portfolio includes newly built stock and existing public rental stock that will be transferred from the CoE (City of Ekurhuleni). EHC intends to offer various unit typologies for rental ranging from communal housing and social and market rental units.

Mandate of EHC

• Development of new social and rental housing;
• Refurbishment , upgrading and management of selected council-owned rental housing stock; and
• Refurbishment of inner-city high-density rental buildings and the provision of turnaround strategies where necessary .

Governance

The organisation has sound and operational corporate governance structure ensuring that the business is run in compliance with the relevant legislative and regulatory mechanisms. The Board of Directors subscribe to the King 4 Code on Corporate Governance and perform their duties as dictated by the Companies Act. The Board Signed the Board Charter and committed to serving the EHC with diligence and care.

The Board of the Entity works in collaboration with Management to set the Organizational Strategic direction and providing management oversight.

Regulatory Bodies

The EHC is also working with the Social Housing Regulatory Authority (SHRA) which performs a dual responsibility of being a regulator and a funder of projects. The EHC is also a member of the National Association of Social Housing Organization (NASHO) which provides the Entity with space and opportunity to engage with other Social Housing Institutions.
